depends on the seat type and manufacturer. Normally the economy class seats have the central two armrests which can move up and down, the armrest on the isle side can sometimes be movable as well, but it has a latch under the armrest. Club class seats don't normally have up down movable armrests. The central armrests move towards each other to make more space for the two passengers seated in each end of the seat. There might be different types of seats with different functions, most common are sicma and recaro I believe...but there may be more

Once the bolt under the plastic cap is removed, the arm rests still do not come off. They move easily up and down but outside of taking a crowbar to pry them off, they won't budge. Thanks.
