There are cheap flights from Pegasus Airline, a budget airline operating in Turkey and also Aseman, Mahan and Iran Air are not that expensive either, Turkish Airlines is quite expensive if you buy the Istanbul, Tehran return ticket, but if you are going to Turkey first, its sometimes very cheap to buy a Turkish Airline ticket from your country to the destination of Iran, it will land in Istanbul anyway and you can schedule to stay in Istanbul for a few days and then continue to Iran, this way the ticket will be much cheaper.
The cities are quite similar, both of them are really huge, the downtown in both of the cities are really dangerous so you might wanna have that in mind, but other than that I advise you to see both, Istanbul is a great city, many historical places but not that clean and modernized and people are not that nice and polite either.
In Tehran there are not that many historical places to go to but people are really friendly, the city is much more cleaner and modernized than Istanbul and they have a great highway system.
