According to the 2001 Mercury Villager Owner Guide : The fuel pump shut off switch ( inertia switch ) is in the drivers foot well , behind the kick panel ( there is an access hole ) * from the drawing it is near the inside hood release
If you mean the inertia reset switch, it's in the driver side kick panel.
If you mean the reset button on top of the FUEL PUMP SHUT OFF SWITCH the switch is located in the drivers footwell , behind the kick panel , by your left foot ( there is an access hole ) on a 2000 Mercury Villager

The "Fuel Shut-Off Reset Switch" on a 1995 Mercury Villager should be in the same location as on the 1996 model. Look below the Hood Release Latch on the lower side kick panel. There is a red button that can be accessed through a small opening on the kick panel. Once the button is in the lower position, you will have to pry the kick panel off and use a small regular screwdriver to pop the button back up by putting the screwdriver into a small slot just below the button.
Remove the right wheel, then get down underneath it, remove the splash shield, back off the adjuster, remove the belt, and unbolt it.
If it is the same as the ( 1996 ) model year of Mercury Mystique , the fuel pump shut off switch ( inertia switch ) is in the drivers footwell , behind the kick panel ( there is an access hole ) * near the inside hood release
