I have the same problem right now and im trying to figure it out. if you have any suggestions i would be glad to take them...but i think its the Neutral safety switch but im not 2 sure yet.

Foot on brake pedal or linkage to trans is loose or out of adjustment.
As a safety design, you do need to step on the brake pedal to shift out of park. If you are doing this and still can't shift, there may be something wrong in the transmission.
To turn the key back in an '86 Buick Regal, simply insert the key into the ignition and turn it to the "Off" position. If the key is stuck, ensure the gear shift is in the "Park" position; if it's not, the ignition may be locked. Gently wiggle the steering wheel while turning the key can also help release any tension. If you're still having trouble, check for any issues with the ignition lock cylinder or key itself.
what difference does it make.... turn the key, shift the trans, step on the gas.
Change the fluid and the trans filter; a dirty trans filter can cause this.
the 4t60-e transmission uses a shift modulator that can be found at most auto part stores. however i believe the '99 regals use the 4t65-e transmission which are not vacuum operated therefor to up the shift pressure you will need a tuner or a shift kit.

Just right into the test stick , check level with engine running, apply gear shift back and fore then parking before checking level
I went to the Buick dealer and got some help. You need to remove the entire instrument panel. Inside that unit is a return spring that moves the pointer back towards the PARK position when you shift in that direction.. Mine had broken loose. I was able to make a fix to restore its function.
