Could be the filler neck hose or tank vent hose is pinched or blocked.
Buy a thermostat and install it.

Your brake fuse might continue blowing in the 1995 Toyota Camry because you have a wire that is exposed and shorting out. You might also have an issue with the brake sensors.
I would suspect it is not timed correctly.
Is the secondary radiator fan coming on when the AC is turned on?
If that is because the gas pump keeps shutting off , try putting the gas pump nozzle all the way in and then pull it back about 1 inch , worked for me.

You are pumping it in too fast, and it is flowing back toward the nozzle. Try easing up on the trigger and pumping a little bit slower. I have tried that and it doesn't matter how slow I squeeze the nozzle it keeps shutting off. The car is a Hyundai Accent.
If the gas pump keeps shutting off try inserting the pump nozzle all the way and then pull it back about an inch , it worked for me , a gas station attendant suggested it to me
The angle of the filler neck is sharp at the inlet so its just one of those things that you have to deal with.
Most likely you have overheating, that's why the keeps running. You need to check the temperature control sensor and the thermostat.
