Check if your AC system has good pressure. If yes, most probably you have a default blender door actuator. Push FLR/PNL and OFF button at the same time and within 2 seconds push Auto on the AC panel, the system starts to diagnose. If you get error code, clear the code by pressing Defrost. I had the same problem once, bought a new blender door actuator from a Ford dealer for ~$60, spent about an hour to take out the old one and put in the new one. Clear the error code and it starts to blow cold air. There are videos on YouTube showing how to install the actuator.
If the relay is clicking but the compressor is not engaging, you may have a faulty compressor. Unfortunately, you'll need to pay for a service call to see if it's a problem with the relay or something much worse.
Try taking the car in for a rad flush. You may have a restriction. Check also that the hoses are not kinked, block heater and rad.

You need to use an aquarium water conditioner such as Prime or Amquel, although there are a variety of different manufacturers.
When you put tap water in you need to buy water conditioner. Put the water in, then the water conditioner, and then they fish. You can buy water conditioner at most pet stores. The best thing to do though, is to get a pitcher that has a filter so the water will already be filtered. Although the water is filter you still need water conditioner.
