The Passenger side fan motor which is your secondary fan motor is timed to turn on at high speed at a certain temperature. Once it cools it will go back down to low setting. If your engine does not reach a hot enough temperature it will not go to high speed mode. Meaning you won't hear it turn on or off. It will remain on low until needed. This usually happens at around 245 to 265 degrees.
Fuses. If fuses OK, read PCM datastream.

The cooling fans turn on utilizing a temperature sensor and a relay. When the engine gets to a certain temperature the temp sensor closes and the cooling fans come on. Check fuses first. If you have a 12 volt test light, hook up the test light to the connector that goes to the cooling fans once the engine is warmed up and see if the light comes on. If it doesn't, the problem is in the power to the fans, check fuse, sensor and relay. If the light comes on and the fans don't, check for a proper ground (usually a green or black wire attached to a lug and bolted to the car chassis.
on cooling fans disconnect wire at fans,runwire from fan side to positive on battery!!run another wire to ground. if they are ok they will run!!if not it can be bad fans or a bad fan sensor!!check for bad fuse!!first

probably bad headbolts that have stretched. have a radiator shop pressure test the system to see if coolant is escaping into cylinders.
Are you loosing water and if so you will need to pressure test the cooling system. Repair any leaks and replace the thermostat. Then check your cooling fans for proper operation.

Make sure it is not the temperature sensor, somtimes when they fail it wil never turn on the fan. If you can test the fan to make sure it actually works. You can usally test the fan motor to see if it work by turning the ac on, which wil automatically turn the fans on by default.
Saturn Shop Foreman here. Cooling fan relay, bad temp sensor, open in fan motor, if you jump last two terminals in the diagnostic connector you should hear the relay click, you can put a test light across the fan plug to test the circuit after you have done this, hope this helps
