My horn was doing that ... What had happened it was installed upside down and water had gotten into it. We took it into a shop and had them replace the horn only for it to go out again months later because AGAIN it was installed upside down and filled with water. From what they explained to me it is shaped like a rams horn circular and water will fill the inside and is not able to escape or evaporate... so unfort... looks like you'll be buying a new horn just make sure they install it facing downwards!
