First you have to remove the door panel, remove cover opposite outside mirror by prying off, there are 2 screws by the arm rest and 2 at the bottom of the door remove these.
remove small insert under the door handle by prying it off.
Pull straight up on door panel and it will slide up out of its retaining holes, the wires will have to be unplugged from the switches, depress tab and pull or pry with straight edge screw driver.
Plug switches back into harness and unplug the window motor use meter on 12vdc and put black lead (-) onto bare metal put red lead (+) onto one of the connectors in the plug you took off the motor, press switch up or down (one conn. is up the other dn) if you have 12vdc on both of these, replace the motor. It is attached with 2 small tork screws, remove these and motor can be slide out of the gear drive.
When reinstalling a new motor you might have to bump the up or down switch to get the motor worm gear to pull its self up into the gear drive,
Replacing the motor this way is a lot easier than replacing the entire regulator.
You need a few good tools and some mechanical skills to attempt this! If not DON'T
try.

On a 1999 Ford Windstar : In the Power Distribution Box ( which is " live " ) located in the front of the engine compartment near the battery ( # 104 is a 40 amp fuse for the driver side power seat and # 122 is for the passenger side )
My 2001 does not have a 'lock' button on the power windows - likely because only the front seat occupants have access to the window controls.

LoL, well it depends if its power windows or not. If it is power there are two switch's that are for driver side and passenger windows located on the the door trim of the driver side and if not power just use the cranks on the doors.
