yes they can you would have to get a 275/25/24 tire if you look on places like eBay for the tires they won't cost alot of money but you do have to worry about your wheels having protection because these tires don't really have good protection but the look of the tire on the rims makes them look sweet. you can also go to http://universalcarlifts.com/advanced_search_result.php?make=20&model=4296&year=1994 to find dust shields to go behind your wheels or if you deside to get a lift kit and if so you should just get a 3" inch lift kits because that's all you need.

I believe you can fit 22s on a 94 caprice ive seen em on older caprices (without having to lift the car and the 94 is basicly an older caprice with newer body panels ..its the same as an 83 caprice but call your local town fair tire to be sure
