Yes, I've never encountered a bad fuel pump that didn't have a full tank. It's just one of those rules of nature. Many tanks have anti-siphon devices in the fill neck. If you can't get the fuel out that way, pull the tank and use a floor jack to support it while you carefully let it down. Of course, don't use anything electrical and keep all flames away and make sure the battery is disconnected. Once the tank is out, you can certainly siphon the fuel. If necessary, you could disconnect the fill tube from under the vehicl and siphon from there. The filter is on the top inboard side of the fuel tank. The tank needs to be lowered to access.
Get a screwdriver & pry off the wheel cover
You have to remove the belt first, this is easiest with a tensioner tool. Then the nut that holds it to the bracket is on the backside of the tensioner and needs to be done from the bottom.
Most likely either a ground on the way to the pump or a pump that needs to be replaced. If the fuse blows immediately, it's probably a ground, as it would be unlikely for the pump to short completely. If it takes a while, you probably need a new fuel pump.
