Yes you can check the resistor, or have it checked. The resistors are easy to replace (two screws). I had mine replaced several times under warranty then did it myself once or twice before determining that mice had build a nest in my blower motor which caused the resistors to blow.
Check the blower motor resistor
You may want to check the heater blower resistor, its behind the glove compartment
Check the Blower resistor behind the passenger glove box. I had to replace mine this winter.
If you mean the blower only goes in the high mode check the blower resistor located in the plenum under the wiper module.
Check the resistance on the blower motor.
Check the fuse. Check the blower speed resistor. Check the blower speed control switch.
Check to see if you are getting power to blower motor - if so replace blower motor If not check fuse, switch, resistor pack.
There is really no method to "check" the resistor, text by substitution.
Recommend you check the blower motor resistor.

If it's a fan speed issue check the blower motor resistor & the blower motor. Check the plugs at the resistor and blower motor for burn marks also.
