You have an oil leak.
Okay, it took me about 10 minutes but I found it. I have a 1994 Buick Regal & my oil filter is on the back passenger side of the engine, about 3/4 of the way down, below the power steering box. I hope that helps! On my 1991 Buick Regal the oil filter is located under the power steering pump which you access through the passenger wheel well to remove/add the filter.
I dont know about a regal limited but I have a 1992 buick regal gran sport 3.8 liter engine if your standing in front of the car look on the left side of the engine you will see the power steering pump it is under the pump you have to shine a flash light down the firewall to see it and can only get to it from under the car.
A 1992 Buick Regal 3800 needs approximately 4.5 quarts of oil. The oil can be purchased at any auto parts store such as NAPA.
As soon as the 2003 Buick Regal change oil light comes on, it is important to do so immediately. Not changing your oil can damage the motor in your car.

The 2001 Buick Regal needs oil added if the level of oil on the dipstick is at or below the Add mark. Checking the oil at every stop for fuel is good practice to catch major leaks early.
They don't go bad. Drop the pan and clean the oil pick up screen. You may just have a faulty sensor. What is the problem?
No, you do not have to prime the oil pump.
