I can't remember when Cadillac switched to 5w30 from 10w30 on the Northstar engine. Pop the hood and take a look at the oil cap, it will say right on it. GM was pretty good about putting oil weights on the cap.
The starter for the northstar engine is under the intake manifold in the center of the engine. You have to take all the bolts out of the intake and it helps to take the air cleaner assembly out of the way. Also disconnect throttle linkages, and then you should be able to move the intake out of the way enought o get to the starter.

Yes, it will, but you would have to take the following parts off of your 1999 engine and install them on your 2002 engine first: Flywheel, left cam sprocket, intake, engine harness, plenum, valve covers, exhaust manifolds, alternator, temp sensor, and EGR valve/piping.
