NO. it has NOTHING to do with the engine starting. It works the fuel gauge in the dash only.

The most common cause of that is a bad EGR Valve.
You don't have a carb on that vehicle, it is throttle body fuel injected.

Most howls in any vehicle are usually caused by bad belts. The main cause is usually the fan belt, or possibly the ac belt
A bad engine temp sensor can do that.
