There is no such thing as upper tie rods. There is an innner and outer tie rod on each side. The inner tie rod is attached to the rack, the outer is attached to the steering knuckle. They are checked by jacking the front wheels off the ground so they are hanging free to spin. Then grasp the tire at clock position 3 and 9. Move the tire like you are trying to turn it left and right and feel for play in the ends. A more common clickin noise is the stabilizer link ends which are attached to the strut and the lower control arm on each side.
