Usually the horn and cruise control go together because of the clock spring. It needs to be replaced and there is a recall for it.
Replace the cruise control switch (the one with the orange light in it) The switch is a push on push off. If the little plastic gear inside the switch breaks off the switch will work like a door bell switch and will not latch on.
Vacumn modulator could be at fault. In older cars both the transmission and the cruise control rely on engine vacumn to know what the engine is doing, if the vacumn strength is not properly relayed to these components then odd behiavior will result because the tranny and cruise control don't know what the engine is doing.
