Hi, First, is your dash illumination knob or dial turned all the way down? That would have your dash lights not on. if not that, have you had your dash out? If so, did you reconnect the plugs. The fuse for the dashboard lights also is for the license plate light. front and rear park front and rear marker, high beam warning, dome lightand door warning. So the instant fuse check is do any of the mentioned lights work? Try these from the first and you'll most likely get to the bottom fast. Good luck. Steve H.

yes it has one in the wheel and one on the dash board
On a 1999 GEO Tracker, a bad fuse can cause the headlights and dash lights to blink. A bad voltage regulator or alternator can also cause lights to blink and flicker.

Blinking lights on dash and exterior lights may indicate a bad ground wire or a faulty headlight switch. Both would cause those problems.

To remove the dash from a Geo Tracker, start by disconnecting the battery for safety. Then, carefully remove any screws or bolts securing the dash, which are typically located around the instrument cluster and under the edges. Gently pry off any trim pieces and disconnect electrical connectors to access the dash assembly. Once everything is free, you can carefully lift the dash out of the vehicle.
