Hood releases are not in glove compartment, that's trunk release. Hood release is usually on the drivers left side either right underneath the dash board or on the immediate left floor board, of the seat. If it's not in the interior, then look through the grill on the car for the lever and either pull it up or out depending on the car.

To open the hood on the 2000 Beetle if the hood release lever is broken inside the car, you can remove the glove compartment of the vehicle and find the release cable inside the dashboard. Pull the cable to open the hood. You will then need to replace the hood release lever.?æ
Look below the glove compartment, near the passenger door. There is a little clip that you pull towards you and you will hear the hood pop. Walk to the front of your car and run your fingers lightly under the hood and you will find the catch to release the hood.
