Since daytime running lights is not implemented in my country, I had to take my 2005 Toyota rav 4 to a car electritian specialist who fixed the problem .He took part of the dashboard off and told me that he is going to bypass going thru the ECM. The whole process took between three and four hours and enabled me to fix this annoying daytime running lights.He charged me only 60 $ for the whole process.

While the Rav4 is turned off, pull the emergency brake up one click and then start it up. This will leave the running lights off and the emergency brake will not be engaged when it is pulled up only one click.

Open the back of your Rav4, on both sides of the back from the inside, there will be a plastic cover over where the brake light would be, gently take that off and you can see the brake lights from there. Just twist the harness that the bulb is in and the bulb should just pop out. Good luck.
