Assuming you're referring to a standard (manual) transmission, the answer is no.
Some Crown Victorias did not come with electronic trunk release buttons. But those that did, stowed the release button inside the glovebox door mounted to the dashboard inside. Open the glovebox door and it is mounted right inside on the left hand side on the dashboard, usually a bright yellow color.
Crown Victorias are often sold at police auctions. Usually these vehicles have been driven at least 150 thousand miles in a very short while. On the other hand Police vehicles do come with extremely durable engines, transmissions and suspensions designed to withstand heavy use.
Take the bulb out.
The Ford Crown Victoria dashboard is held in place with 12 retaining clips. Pry outward on each retaining clip. The dash board will come off in three pieces.

You have a bad LCM (lighting Controle Module)... They are not cheap, but common to fail on these and Crown Victorias. Dealer part, usually runs $525.00 to $550.00
By having the problem repaired that caused the light to come on. Normally not a DIY repair.
