Yes - plug wires are a wear-item and will ultimately fail.

The good news is they last a whole lot longer than the 'old days'.

Since sparkplugs have a 100,000 mile change interval, I just do my wires at the same time - especially considering the effort it takes to get at the Windstar plugs/wires.

Should you change spark plugs on a 2003 Ford Windstar with only 30000 miles?

No, it is not necessary to change the spark plugs on your 2003 Ford Winstar at 30,000 miles. It has Platinum Plugs from the factory and they have a life span of approximately 100,000 miles. I suggest checking the gap and cleaning them at 50-60M miles, but not replacing until around 100K.
