take the gas cap off the gas tank and have someone listen for it to turn on as you turn the key onto start.
All the relays are the same. Just swithch it with the fuel pump relay and if the car runs, the relay is good.
Hook a fuel pressure gauge up to the shrader valve on the fuel rail.
Self test has completed.
test
Failed injection pump, also test fuel flow from lift pump.
Fuel pump pressure test.

I believe that you can switch the Horn Relay with the Fuel Pump Relay and if the horn no longer works and the Fuel Pump does then that relay went bad... try that, its a sure fire way to know whats wrong... If it checks out good it might be a Defective Fuel Pump.
To check the fuel pump in a 2006 Dodge Charger, start by listening for the fuel pump's activation sound when you turn the ignition key to the "ON" position without starting the engine. If you don’t hear it, you can check the fuel pump relay and fuse to ensure they are functioning properly. Additionally, you can use a fuel pressure gauge to test the fuel pressure at the Schrader valve on the fuel rail; refer to the specifications for the correct pressure range. If the pump is not working or the pressure is low, it may need to be replaced.
the fuel pump is in the gas tank on all most all fuelinfected cars and trucks, there may be a fuel pump relay somewhere if im correct the filter is integral to the pump and only gets changed if the pump goes bad,if you have a 12 volt test light go to the connector on the fuel pump and see if it lights up when the car is cranking if you have power to the pump then most times its a bad pump,if there is no power then you may have a bad fuse or relay :) Fuel pump is in the gas tank like most other modern cars. The fuel filter is under the car on the passenger side. There is a little trick to getting the fuel line connector to release from the fuel filter. Use the special tool or press a open end wrench against the connector. The Haynes manual explains this fairly well.
Fuel pressure test at the fuel rail.
Test for a broken wire between the fuel pump and power distribution box. Check for bad connectors also.
