Take alook at the fuse panel and find out if there is a fuse for your day time running lights. Most vehicles have a fuse going to them.

It is possible on a 2003 Avalanche for one side of the brake lights to work while the other side does not if there is a ground wire loose. Check the ground wire to make sure it is not loose or corroded.

Be for starting the van press down on your emergency brake one click then start the van. As long as you dont use the emergency brake your running lights should stay off. To permanently dissable them you could try defeeting that switch
My headlight relay blows in my 2001 4x4 Rodeo every 3-4 months - anyone have an idea why. - Yep they are just the standard lights I dont have fog lights or anything else.?
Stock lights? If not, they might be drawing too much current for the relay.
