It doesn't control anything. It is the connection for the cruise switches, horn switch, radio controls(if equipped) and airbag that allow the steering wheel to turn and there to still be a connection.

Alot of the ABS controls I have seen were in the engine compartment on the Driver side near top. It will have brake lines coming from the master cylinder.
Well, since I've waited so long for an answer I figured it out myself. You pry open the radio controllers and pull out the assembly then cut the wires. Problem solved.
they are controls for the sound system. right hand controls volume and mode (press middle to change modes), left control varies depending upon which "mode" you are in . try checking owners manual

Fluid. You might consider getting the steering gear box checked, along with everything else connected to it. Also check for abnormal bends,worn bushings, etc...
