The lights come on when you start the car. They will not come on if you have the park brake on. Once you release the park brake they will come on immediately.
Start the van and see if the lights turn on automatically.

the daytime running lites go out when you put the trans in park. they also go out when you depress the parking brake. i would start looking there.

If you cut the wire from the light switch to the frount running lights (single use light) you can then hook a new wire from a keyed power source (check manuel) and the running lights will come on every time you start the truck. costs $Priceless

There are 2 ways - 1) key off the vehicle off, engage the parking brake, then start the vehicle. Once the parking brake is disengaged the lights will come back on. 2) remove the DRL (daytime running lights) fuse (located in the glove box).
You don't unless you are parked with the engine running. If you are parked and you want the engine running but don't want the daytime running lights on just shut the car off and set the parking brake then start the car back up. The lights should remain off until you release the parking brake.

Not sure on the disconnect part, but after you start the truck, push your dome light on and off 4 times, you will hear it chime, the daytime running lights will then be out. But you gotta do it each time you start the vehicle....
