High beam only works on driver's side replaced bulb and checked all fuses low beams work fine?
I just replaced my bulbs and I also have the same problem. I have a 99 Toyota Camry and replaced with 7000k Xenon bulbs? Have you found the solution yet?
I had the same problem with my 94 Nissan Pathfinder, the turn signal switch needs to be replaced. I didn't find this until all my lights went out including my dashboard and the low beam was the only lights working.

have you checked your fuses? it could be as simple as that This is true, there is a separate fuse for the high beams, low beams and radio. Fuses for 1999 LHS are located behind a side panel (drivers side) of the dash next to the steering column. Driver's side door must be open and there is a wiring diagram on this panel.

You didn't mention if you checked/tested the low beam headlamps or not.

Often it can actually be a faulty turn signal!! As silly as this sounds it is quite common. First thing to do is clean the contacts on the turn signal, if you still get high beams and no low beams you probably need to replace the turn signal switch.

You say the fuses are fine, i have just had the same problem. is your radio/headunit also not working??? And have you checked the fuses under the bonnet aswell as in the drivers footwell. I just replaced some of my fuses and it worked fine. Make sure your inginttion is off whilst removing/replacing fuses.(unless testing to see if it worked) Hope this helped!

If a washer pump was replaced on a Jeep Wrangler and is still not working the fuses should be checked. The washer switch should also be checked as it could also be causing the pump not to work.

Checked the fuses, if none are blown then the switch in the steering wheel probably went bad and needs to be replaced.
