I just had the same problem on my 1998 riviera. Found out it was in the horn switch located in the steering wheel. However, it is part of the air bag module which isn't available any more through GM. A person might be able to get a used one off the internet for around $104.00 or simply have a button installed on the dash and wired in to the black wire coming down the steering column.
