To adjust the idle on a 1999 Chevy Tracker, first, ensure the engine is at normal operating temperature. Locate the idle air control (IAC) valve on the throttle body; you may need to remove the air intake duct for better access. Carefully adjust the IAC screw, turning it clockwise to increase idle speed or counterclockwise to decrease it, while monitoring the RPMs. After making adjustments, check for any vacuum leaks and reset the vehicle’s computer by disconnecting the battery for a few minutes to allow the new idle settings to take effect.
you need the fast idle adjusted on the engine you may have idle set where it sounds fine in idle but not high enuff when dropped in gear.

The seats from a 99 tracker will not fit in a 96 because they are bigger.
i am rather sure that the speaker size in the door of the 99 chevy tracker are 6 3/4 inch or 6 1/2 inch there is a bracket that can be removed from the door to take with you when shopping for them , and i also know that a jensen power plus 652 will fit in it hope that helps soon i will take apart my rear and help with the back ones

Re adjust both the throttle cable and the idle cable. The Idle cable probably needs to be backed off just a bit.

Roughly speaking, a 4WD 4 door '99 tracker will get about 380 miles per tank, which combined city/highway driving with a 2 passenger load averages out to about 24 MPG... depending on vehicle size (2/4 door, 2/4WD), load, condition, engine size,, etc, you can get up to 38MPG
