I had the same problem. What is happening is the the actuator arm is not hitting the latch. It is passing over it. There should be some rubber piece that makes it fat so when you push the button it will hit the latch release. This definitely the problem since you still hear the actuator working. Follow the intructions below to get the back window to open so you can drop the door and take off the plastic that covers it. I tried to take off the plastic first and cracked a piece. This may be a little too detailed but Get in the back of your Blazer and face the back window. On the plastic that covers the back door you will see some carpet (on the door not the floor). Along the VERY top of that carpet almost dead center there is a small quarter in how being covered by the carpet. If you gently poke a screw driver along the top border you will find the hole. Once you find it, take a long thin screw driver and insert it angleing to the left. Wiggle it side to side trying to fine a metal bar that releases the back latch. One you find this the window will release so you can open the back door. Next gently take off the plastic that covers the back door. There will be a metal cover with some openings covering the back door. It is easier just to take this off or most of the way off. Two metal bars are fastened to the metal piece. Gently pop them out. Next hit the button on the outside of the back door. You will see the actuator move over a metal bar. What I did to make the foot fatter that is suppose to hit the bar to open it. I wrapped some thick wire around it and lots of electrical tape. It is not a pretty fix but works just fine. The wire keeps the contact firm. With tape a long it may lose its strenght over time. Test well before you put it all back together. It has been three months and opens every time for me using the button on the dash or back door.
