I took a short cut at this point. You don't have to but it was "a big time saver." After looking at the tab for a while and procrastinating about taking the tailgate apart, I had my body man take a cutting wheel and remove the tab. You cannot see this when the latch is in place -- it appears to be a security enhancement, not a requirement for looks or operation of the latch. Anyway, it saved a couple hours of work and works/looks fine.
