Does it tell you on the back of the fuse panel? If not go borrow a owners manual or try the library to see if they have any manuals to loook at.

Fuse nineteen goes to the fog lights. The fuse box as well as the manual should have a diagram of the fuse box.
Accessory. Essentially it's the first position when you move the key. it goes ACC (accessory), then ON, finally start (crank) The fuse box is just letting you know when the fuse will have power when your down there testing for it.

remove your cig lighter, replace fuse it goes thru accessory sometimes the lighter will internally short and blow the fuse.

Under the hood there should be a box with relays and fuses in it. Generally the lids of these boxes will indicate which fuse and relay goes to which accessory.
