You must remove the fuel tank to get to the pump unless there is an access panel above the fuel tank, which I do not think you will find. Look anyway to be sure. Once you remove the tank, you simply replace the pump with a new one.

The 2003 Ford Crown Victoria fuel rail pressure sensor can be found on the top of the engine. The sensor will be near the injector fuel pump.
