unplug the unbolt, and replace them with Ford Expedition coil overs the same year.
It is Illegal to remove air bags from any vehicle.
Only one air compressor is used on a 2003 Licoln Navigator and it is located on the front right hand side of the engine compartment
The compressor is either bad or your air bags are bad... Get springs from a rear 2wd Expedidion and swap them on your Navigator, is real chep and easy. and it feels just like the air bags. I did it to mine last week...

Talked to a mechanic when purchasing the vehicle - he said that you have to turn off the air bags in the glove compartment when changing tires to prevent this from happening. Hope this helps.
I have a 2001 navigator. Been towing with it for over four years. I pull a 5500lbs trailer and never had a problem with the air bags. When I put the tongue weight on the hitch, the air bags pump the truck back up perfect.
The 2003 Navigator suspension module is located under the dash on drivers side above the parking brake pedal.
In a 2003 Lincoln Navigator : ( the Mass Air Flow Sensor is between the engine air filter and the big engine air intake tube , it is INSIDE the round plastic housing , you will see where the wires go into the bottom of the housing )
where is the reset switch for air compressor for Lincoln navigator 2003 on the left side all way to the back is a small compartment, right there you can find the fuel reset switch and the air compressor reset switch
there is only one relay, for all the air bags its under the hood
