good question. you do not adjust cable on emergency brake in 2004 f250. the emergency brakes are drum type brakes inside the rear brake disk on each wheel.if you know how o adjust drum brakes it is the same adjustment for emergency brake on this vehicle. on the back of the drum there is a small rubber cap. remove this cap and with a flat screwdriver or adjuster tool, you turn the the serated wheel inside the brake drum to adjust the brake shoes out till nearly touching the brake drum it is best to do this with the rear wheels jacked up off the ground, so you can spin the wheel while adjusting. by spinning wheel you will feel when brake shoe is starting to slow wheel and you will then know to stop adjusting. do this on both wheels if you over adjust you will burn brakes out and have to replace brake shoes. this is a pain as you have to remove the disk brake caliper and rotoar to get at the emergency brake
Cable underneath has a nut(s) to adjust.
Tighten it

To adjust the cable just go 1/2 way down the clutch cable and pull the rubber over the adjuster. loosten the lock nut and adjust the cable so there is about 1/8" free play at the handle.
1st make sure that the service brakes are adjusted properly Adjustment should either be at the junction of the cables under the vehicle or at the handle itself (may have to remove trim for access) Set to 3 clicks and adjust so wheels are locked at this point

I don't know about Silverado trucks but all of the emergency (parking) brakes I'm familiar with use the brake cable to "pull" and hold the brake against the drum (or disk), so if the cable breaks you simply cannot apply the emergency brake. That is, it is automatically released if the the cable breaks.
To adjust the emergency brake on a 2004 Jeep Rubicon, first, ensure the vehicle is on a flat surface and the wheels are chocked. Locate the adjustment screw on the rear brake assembly, which is typically accessed by removing the rear wheels. Turn the adjustment screw clockwise to tighten the brake until you achieve the desired tension, then reinstall the wheels. Finally, test the emergency brake to ensure it holds the vehicle securely.
To replace the clutch cable on a 2004 Honda Element, first, ensure the vehicle is in gear and safely elevated. Disconnect the cable from the clutch pedal inside the vehicle and from the clutch release fork in the engine bay. Remove the old cable and route the new cable through the same path, securing it to the pedal and the release fork. Finally, adjust the cable tension as needed to ensure proper clutch operation.
