I assume it's the same as the 2001. It's inside by the lever. You have to take off the plastic trim surrounding the handle and then there is a nut or two at the bottom of the handle that you can use to adjust it. You'll know your going the right way when you feel the proper tension when pulling up the handle. -Brad
The emergency brake cable is connected to the brake shoe on the rear brakes. You can adjust the emergency brake by loosening or tightening the nut on the end of the cable.
Normally that light is an indication there is a problem with the brake system and MOST of the time that is low on brake fluid. There is a possibility (though remote) there is a problem with the switch on the emergency brake pedal.

Remove the rear tire and wheels. Remove the emergency brake shoe spring. The brake shoe will come off. Reverse the process to install the new brake shoe.
The emergency brake release handle is to the left of the steering wheel. Down below, and is flush with the panel. Pull the finger tab and release.
