i know in my 98 ranger i had a hell of a time figuring this out.On it there are two 5/16 bolts under the parklight itself.They are hard to see but they are there.I could not get to it with a socket.I had to go buy a nut driver set.You don't have to lift the hood or anything though.it may be the same on the 2004.

You have to take off the fender well.
To replace front parking light on a 1999 Ford Taurus, lift the hood and remove the bolt holding the parking light housing cover. Twist the parking light off and replace with a new one.
There's an 11MM nut that you would need to remove off of the backside of the lens. Once it is removed you should be able to take the parking light out of the Ford Ranger. An instructional video has also been included below that shows this process. Hope this helps, 1ATony

Remove the headlight assembly and you will have access to the parking light bulb.
Pop hood, unscrew single screw on top of headlight next to parking light, pull parking light out (straight away from front of vehicle). Be careful when pulling out headlight not to apply force on back side of part where screw goes as it can snap off.

To change the front parking light on a 2001 Volvo S60, first, open the hood and locate the headlight assembly. Remove the screws or clips securing the headlight unit, then carefully pull the assembly forward. Disconnect the electrical connector from the parking light bulb, twist the bulb socket counterclockwise to remove it, and replace the old bulb with a new one. Reassemble the headlight unit and secure it back in place.
