The only thing more frustrating than changing those two bulbs on my 2001 Tracker is signing into the page. You DO NOT need to remove the license plate - although it will give you about an eighth of an inch more wiggle room. I am a 50 year old woman and managed to do this on my own but it took an hour, a lot of sweat (I'm in FL) , three beers and a lot of cursing.
The plastic lens covers screw off - you have to rotate them about one sixth of a turn and they will pop out. The bulbs themselves do not screw in (this is indicative also by the package of new bulbs that they just pop in) but they have to be in a vertical position to do so. Managing to get your fingers and thumbs up into this limited space is extremely challenging and I broke two nails. To get the bulbs out I finally resorting to using a small piece of rubber inner-tube as a grip and pliers. Getting the bulbs in and replacing the plastic lens covers proved even more challenging, but it is basically a reverse of the process above. Not rocket science but extremely frustrating. Who designs this stuff anyway?
To change the license plate light on a 2002 Geo Tracker, remove the light lens with a small screwdriver. Take out the old bulb and replace with a new one. Tighten the screws on the light lens.

i changed a license bulb on my 2000 vitara (should be same as a tracker) grasp the clear plastic lens cover and gently wiggle it back and forth, like pulling a tooth. mine came off intact. after i changed the bulb, i pressed the the lens cover back on. good luck.
You don't need to take the whole back panel off to do it!!(learned the hard way) the light cover on the bulb twists out, and it might take some elbow grease to twist it, then the bulb is easy to change.
