open your trunk and pull back the carpet that's in the very rear of the trunk (like behind the lights) the lights should be held on by big plastic wing nuts unscrew them and that gives you access to all your rear light bulbs
I am also having the same problem with a 96 Firebird. I traced it under the dash, then asked my mechanic. He says it is the turn signal switch.I haven't swaped it out yet, but it's my next attempt. Hope it works.

It is underneath the Brake Pedal.It's mounted to and right above the brake pedal.
I assume you only need to change the bulbs. Go into the trunk and look up. You should see the wires leading to the mounting point for the third brake light, you candisconnect the connectors and then change the bulbs this way.
