Changing the oil filter on a 1987 Chevy Celebrity depends on which engine the car has.
If the car has the 2.5 4 cylinder engine the oil filter is mounted on the lower part of the block on the firewall side of the engine:
1. Block the rear wheels and raise the front of the car, put on suitable stands.
2. Reach up behind the engine and unscrew the canister. If it won't unscrew by hand there are several types of removal tools available. Use a suitable container to catch leaking oil.
3. Put a light coating of fresh oil on the seal of the new filter then install the filter. Screw it in until the seal touches then about another half turn, tight enough to seal.
This is a good time to change the oil out of the oil pan. Position a suitable container under the drain plug to catch the old oil then remove the drain plug. When the oil has finished draining reinstall the drain plug.
4. Lower the car and add three quarts of oil. Start the engine to circulate the fresh oil through the new filter, and also check for oil leaks from the filter or drain plug.
5. Turn the engine off, wait for the oil to drain back into the pan then check the engine oil level. Replenish as necessary.
Take the block out before you move the car.
Changing oil on the 2.8 six cylinder is much the same except the oil filter is on the radiator side of the engine and much easier to get to.
When the car is lowered fill the oil pan to the full level on the dipstick before starting the engine, then start the engine to circulate the oil thru the filter also check for leaks. Stop the engine, let the oil drain back into the pan the check the oil level. Replenish as necessary.
No, special tools are not needed to change a fuel filter on a 1987 - 1990 Chevy Celebrity. The proper size of open end wrenches work fine.

Here is a fact sheet on the Chevy celebrity http://auto.howstuffworks.com/Chevrolet-celebrity.htm/printable I found this really interesting
If your Celebrity has the 2.5L 4 cylinder engine the oil sending unit is on the side of the block below the intake manifold. If your Celebrity has the 2.8L V6 the oil sending unit is on the lower side of the block next to the oil filter.

The filter is on the drivers side under the car near the fuel tank.
The filter depends on which engine your car has. If it has the 2.5L 4 cylinder engine it is the old style paper element and is inside the oil pan. If it has the 2.8 V6 it is the newer style canister filter, and is on the lower engine block near the front of the engine.
