Filter installed in some vehicle to filter the air coming into the passenger compartment.
At 25,000km it could probably use a change and it is under the glove compartment on the passenger side, but takes a while to get at.. (30 mins for job).

Purchase a Purolator Cabin Filter. It comes with detailed instructions.
Its in the tank and is one piece with the pump, filter and sensor
You will have to unbolt and remove the engine access cover inside the passenger compartment. Then you can easily get to the air cleaner.
I could not find any reference in the 1999 Explorer owner's manual to a filter for the cabin or passenger compartment air filter. The 2000 model shows a dash warning symbol for the passenger compartment air filter - but that's all the information I could find about it.

In the passenger compartment you find the filter in the bottom of the "heater box". slide the lock of the lid aside and remove the lid. then you just pull out the old filter, put in the new and replace the lid.
The fuel filter is on the passenger side of the engine compartment, near the rear. Remove the filter from the holder, and pull it up high enough to remove the fuel lines. Reconnect the fuel lines to the new filter.
The fuel filter is on the passenger side of the engine compartment, up against the back(directly in front of the passenger seat).
