You need to keep the engine and transmission running and warm when you're checking the ATF level because the fluid level mark on the ATF dipstick is calibrated for a warm, running condition, and because a significant amount of ATF will be in the torque converter only while the engine is running. If you measure ATF level while the engine isn't running, you'll get an inaccurately high reading because the ATF will drain out of the torque converter and go into the transmission pan, which is where the tip of the dipstick is located.
