I hate to tell you this, but you are stuck with it. That function is an intregral part of the GEM module, which controls almost all elecrical functions, from wipers, to windows, to cruise control, and everything in between. It is probably possible to short the wires together at the seatbelt buckle to make the module think it's buckled, but you are on your own for that, because nobody can legally do that for you. If it were me, I would think twice about doing that on even my own car, because if someone ever borrowed the car, and forgot to buckle up, then got hurt in a wreck, well let's just say, I am sure that there will be a line of lawyers ready to take the owner of the car to court for overiding a safety warning device which led to their client's injury.
If you absolutely have to do so (and I don't see why) simply go to an automotive salvage yard and get the seat belt buckle. (the "male" part, you will need to cut the belt to remove it) Simply plug the newly removed part into your seat belt buckle to trick the system into thinking the seatbelt is applied.
Another issue is to disable the alarm when attempting to jumpstart a dead battery. The alarm will come to life and sound when jumper cables are connected to the battery being used to jump the vehicle. The solution is to connect the jumper cables, and while the alarm is sounding, insert the key in the door and manually unlock the vehicle. The alarm will go off, and you can continue to jumpstart the battery. Don't use your key or remote pad, press the lock button from the inside of the car before closing the door.

No- NOT wearing a seatbelt is NOT safe. Wearing a seatbelt IS safe. It prevents you from being slammed against the intterior of the car, or being thrown out where you will be crushed by the car. You are NOT strong enough to brace yourself against the impact.
