There is an extra shift lever that controls the transfer case. Put it in 2H (if you want to drive with regular rear-wheel drive) or neutral (if you don't want to engage any wheels at all). On most CJ7's, you should also unlock the hubs. Outside the vehicle, in the center of each front wheel, there will be a tab to rotate. That disengages the wheels from the front drive axles, so you won't be rotating all those parts in the front drive system as you drive in 2WD. Of course, CJ7's being very old now, many or most have been heavily customized, so you really need to know the specific vehicle.

If you are in 4-HI, just give it more muscle pressing down on the lever. If you are in 4-LO, give it more muscle while the TRANSMISSION IS IN NEUTRAL and you are rolling at 2-3 miles per hour. If 4-wheel drive does not immediately disengage after depressing the lever all the way, stop the vehicle put it in reverse and back up several feet, put it back into drive and you should be good to go. You must stop,shift into neutral, then shift into 4x4 high/low and back into drive. To disengage, stop again, shift to neutral, then shift back in 2x4 and drive, for safety you should reverse about 10-15 feet to help disengage the shaft.
