You might be able to clamp it with a pair of vice grips, not a permanent fix. You can order a new hood cable online, they aren't very expensive.

take a long thin screwdriver and stick it into the "hole" where the cable goes into the latch. Pry from right to left, this will pop the hood. I just had it happen to my 2000 Dakota.
How much cable came out when broke? Cut the plastic cable back to the point where you can see the steel cable core and pull with vice grips to open. You can pull the cable around to handle easier.If it broke under the hood try to find the cable and do the same.

To open the hood when the cable is broken on a 1997 Silverado, you can try using a coat hanger to manipulate the latch and push it away from you. You could also try using a long screwdriver to move the hood latch.
if your latch just broke, use a vice grip. if the cable itself has snapped, it gets tricker. my 2nd cutlass's cable snapped. i had to lift and jerk the hood manually until it came loose.
Reach up under the center with a long screwdriver and open it.
I have a 1994 Grand Prix. My hood latch cable also broke. I can't seem to find the assemble to open it manualy. Can anyone help me?
this ones not really hard but it's not easy by any means what you have to do is get in through the headlight and take off the grill if possible if you can't do that you have to get a tool that fits the bolt between the grill and the hood, Take the bolts that hold the latch on completely off and from there you should be able to get the hood open, take the latch apart by hand and reinstall on the hood, replace the cable make sure it works the pieces before closing the hood and you should be good to go be careful and good luck
