On a 1997 Ford Explorer :
If it is equipped with the folding rear seats there will be a lever on each end
of the split seat ( bottom section ) that you hold down while folding the seat
When you open each rear door you will see a release lever at the base of the seat that you move and hold while you are folding the backrest down

On the back seats, there should be a pull cord located near the seat belt latches. If it is not there, they are probably shoved behind the seat cushion, in which case you will have to dig then out. That pull cord enables the whole seat cushion to fold forward allowing the seat back to fold completely down.
