Disconnect battery cable. Remove airbag on steering wheel, then pull the wheel off with a puller. The clockspring is located behind the wheel. There are 3 plastic tabs on the backside of clockspring which secure it in place. Bend them back slightly to remove clockspring.

that mean the clock spring is bad and you need to replace it is behin the steering wheel is a round plastic box.
As far as I know the clock spring allows the wiring to the steering wheel horn and cruise control buttons to feed in and out when the steering wheel is turned

Could be what they call the clock spring if you have an air bag i don't suggest you do it ! The air back system and the clock spring are fragile.
could be a bad clock spring which is located behind the steering wheel. if it is a bad clock spring your airbag light should be on and a bad clock spring usually takes out your cruise control if you have it, or a fuse could be bad or the horns could be bad
