Assuming that you mean "wiper blade" (blade and frame) which are replaced often rather than "wiper arm" (piece from the spindle at the hood to the wiper blade) which are rarely ever replaced, the 2004 Chevrolet Suburban has the most common hook-end wiper arms. See sources and related links below for installation videos. Also, purchase the replacement blades first and there will be additional instructions/illustrations on the replacement packages. Locate and press the tab or button where the wiper blade is inserted into the hook of the wiper arm and pull wiper blade out of hook. You may have to rotate and flex the blade to make enough clearance for the hook to pass through.
You lift up the wiper arm and look for a clip to press at the end of the wiper arm. Slide off old wiper blade and clip on the new one. I did them both today and took less than 5 minutes.

I have a 2004 Chevy Blazer that I believe had the same issue as you. The wiper arm has a plastic covering over it. You will need to remove it. I using a a Flat head screw driver pry it off where the wiper arm bends. This will allow the base of the plastic piece to pop off the rear of the wiper arm. You can now take a 1/2" socket and tighten up the nut that is under that plastic covering. That was the solution for me anyhow. My driver side wiper arm wasn't moving at all, but the passenger side was. Hopefully that works for you.

On the bumper there should be a wiper arm. If you then press it down, it should be come off quite easily. Also, it would help to bring the car in to a mechanic.
