I believe that it is a grounding switch. If that is the case it would only have one wire going to the switch. You could run this wire to any fused constant hot. The wire would run from the hot, to the light, to the switch.

Look at the dip stick it will say cold or hot levels, so when car is cold that's were the fluid should be same if the car is hot.
If it is just that rim,your brakes could be dragging.Inspect,or have them inspected by a Chevrolet dealer or an ASE certified mechanic.
the horn has a ground and hot wire .usually only a hot wire because the horn body is grounded.it also has a horn relay.check the wires(wire)and check the relay.if these are good,the horn may be shot.this is all assuming the horn button or contacts at the steering wheel are good.
