Does the antenna motor run when you turn the radio on or off?
If no, then the entire antenna assembly likely needs to be replaced.
If the motor does run, the nylon 'teeth' on the mast are likely stripped or broken.
Replacing the antenna mast (that's a good search term), is an easy task, and can often be done from outside the car.
I found one on-line for less than $20 - and easily replaced it with minimal tools and effort in 10 minutes.
